Cryptocurrency, Bitcoin, Viability Under Legislative Consideration

HCR006 submitted by Rep. Marc Roberts (R-Santaquin) for legislative, legal, and fiscal examination.

Titled “Concurrent Resolution on Payment Options for State Services,” HRC006 proposes that the Legislature and the Governor create a “Council on Payment Options for State Services to study whether and how the state could accept bitcoin as a valid form of payment.”

Tyler Seamons, a resident of Farmington, Davis County, worked with Rep. Marc Roberts (R-Santaquin) and a select group of alternative currency advisers to counsel and inform HCR006 in preparation for legislative examination.  Standing at his desk, Seamons adjusts his trademark bow tie.  A series of articles are splayed across his computer screens and he points to them, “Bitcoin and other alternative currencies--or cryptocurrencies--have received a lot of press lately.  Our purpose is to enable the State and empower its citizens to embrace the power and benefits of bitcoin as a form of payment for services rendered.”

Experts and analysts agree that the determined and static supply of bitcoin make it a viable and stable currency, and the ultimate goal of HRC006 is to make bitcoin a form of payment in Utah.  “It has already proved to be a successful currency,” Seamons points out, “and Utah has led the nation in alternative payments by exploring gold and silver as payment; we feel this is a natural extension to Utah’s reputation as a business and innovation friendly state.”

Specifically, HRC006:

- encourages the expanded use of bitcoin in the state;
- proposes the creation of the Council on Payment Options for State Services to study whether and how the state could accept bitcoin as a valid form of payment;
- proposes that certain persons be a part of the council;
- encourages the council to study certain issues; and
- encourages the council to share its findings.

As of Tuesday morning, 24 February 2015, HRC006 had unanimously moved out of the House Revenue and Taxation Committee.  “It’s gaining traction and legislators are seeing its benefits.  We’re at the ‘Hurry up and wait’ stage,” Seamons shares, “and, while we’re progressing through the process, we will continue to have input and provide expertise to legislators and committees.”

“We are excited and optimistic,” Seamons declares.  “this is one step to help Utah’s economy as an estimated 600M in venture capital will pour in to bitcoin related start-ups this year. We hope this helps those start-ups see Utah as a friendly place to bring their bitcoin projects.”
