Leading SAP consulting and IT professional services firm, IT Partners, Inc.(ITP), released a case study today detailing how it assisted the Prime Integrator to provide GFEBS solutions to the U.S. Army with its specialized team of ABAP Development experts. IT Partners supported the project with ABAP and SAP Workflow expertise to help the U.S. Army, the largest branch of the U.S. armed forces, streamline their financial management and real property management system to ensure optimal warfighter support. The current system in place was inefficient, costly and outmoded.

To improve financial accountability, the Army needed to build a new, modernized system designed to standardize its financial business processes. ITP helped Staff a senior ABAP Development team to build the new system for the Army. The team was required to build a custom SAP solution that would help the Army manage accounts receivable, cost management, property, plant and equipment inventory management, and a host of other business processes. In addition, the new system was in adherence with numerous congressionally mandated governance procedures, including the CFO Act of 1990 and the Federal Financial Management Improvement Act (FFMIA).

The ITP team was installed at DFAS initially in 2005 to support in the delivery of a demo system out of Indianapolis. After the successful technology demonstration, the Army was ready to build the Release 1.2 solution in Herndon, VA. ITP staffed 80 percent of the ABAP development team. Working with the Prime, ITP completed the build, test and deployment in October 2008, at eight Army organizations/installations. ITP continued to staff a majority of the ABAP Development team for the next six years as the Army rolled out releases 1.3 and 1.4.

The GFEBS solution provided enhancements to transaction processing, depreciation, real property, time tracking and payroll processing to the 40 existing interfaces and added 10 new interfaces. Continuing toward full operational capability, the Army released version 1.4 of GFEBS in October 2009.

The 10-year GFEBS program, launched in July 2005, provides access to real-time, accurate data and a broad array of information. Army leaders and managers can make more informed business decisions, better leverage current resources and plan for the future. At the same time, GFEBS provides improved accountability to the Department of Defense, Congress and, ultimately, taxpayers.
