Deia News: Mallorcan Town Deya Refused Name Change to Deia

Following a seven month wait after commencing the legal process, the tiny but famous township of Deyá in Mallorca still remains Deyá and the Catalan name, Deià, is still not official.

Twenty-six years after the adoption of the Balearics Linguistic Standards Act, the little township of Deià in Mallorca comprising fewer than 800 residents still remains to comply. The Mallorcan government at the end of 2012 was forced to reject the application. Thus the official name of the municipality of Serra remains Deyá . And as such it is recorded in the Register of Local Authorities, belonging to the Ministry of Finance and Public Administration, which is the official list of all Spanish municipalities.

Since its registration on 1st September 1986 and still so today, Deyá is the only place which is both a municipality and the capital. And in mid-May, the only municipal opposition party, Agrupació Deià, realized this mistake and took steps to standardize the naming.

The full council unanimously approved the proposal of the coalition, but neither the Clerk of the municipality nor the lawmakers realized that they needed additional paperwork to change the name from Deyá to Deià. In other words, the process had no legal foundation.

For this reason, when the Register of Local Authorities transmitted the change of nomenclature, the government turned down the initiative. And until it is noted in the ministerial listing, its official name will remain as Deyá. So Deià Mallorca must wait a little longer.

Seven months later, the place name has still not changed. What has evolved is the status of the legal process. The full chamber recently unanimously approved the proposed permanent name change. The law requires the agreement of at least two-thirds of the house. And no neighbour filed a claim against the normalization of Deyá into Deià.

To continue with the process to obtain official recognition, the next step is to communicate the change to the registry. According to the laws of local government and of the autonomous region, once the amendment has been published in the BOE (El Boletín Oficial del Estado – Official State Bulletin) and the BOIB (Boletín Oficial de las Islas Baleares – Official Bulletin of the Balearic Islands), Deià will then become the official name.

In the case of the name change of Palma to Palma de Mallorca, the register took four months to formalize the registration, so the process is already taking much longer than in the case of the capital city.

Once Deyá becomes Deià, all places in Mallorca will be in the Catalan language, since the municipality of Serra was the last item on the agenda needing to be changed. However, the case of Deià is not an exception within the Balearic Islands. In Ibiza, Santa Eulalia del Rio is still the official name. And, according to the register, the capital of Formentera is still San Francisco Javier.
